This library contains the basic modules for Modula-3 programming.

The guideline to decide wether a new module of general interest
should be included here are:

1. This library must be self-contained. As the default m3 command
links only with this library, it would be nasty to have an
undefined symbol that the user as never seen.

2. It should be similar to libc.a. That is, it contains basic things.

3. It must contain all the modules needed for the compiler. This may
conflict a little with point 2 (e.g. fingerprint), but makes it
much simpler to have relatively small distributions. Indeed, we
need to provide the C files only for stdlib, not for the other
   libraries.
