[SCC_Active_Members] SCC deliverables and search technology

This is a suggestion response to Bernard's requested input for an SCC
schedule of deliverables document.  It is a reminder of a potential topic
that I touched on in the recent SCC meeting--search technology.

As somebody else pointed out, we should consider two topics separately:
search technology for delivery of CHM services, and search technology as a
topic within the future SW collection.
