[SPG_Active_Members] Finished "keypunching" 1401 Fortran

These are not hard to process, netpbm will convert gif to png and then it is
just a matter of building correct xml file to drive the conversion. I have 
including limited image correction in my program, since I am currently
converting some IBM 7080 diags that Paul scanned for me to PDF while
transcribing them. But I have been kind of lax at this the last couple weeks. 
The copy quality is not any worse then some of the 7080 stuff I have. I think 
I may have these GIF's around somewhere here.
